معركة الارهاب المتجدد

الكثير من دول العالم تعاني من الارهاب الذي اصبح ظاهرة منتشرة ليس له هوية او مكان محدد ينطلق منه، لان الارهاب فكر خارج عن الدين و الواقع، يحاول تحقيق اهداف غير منطقية باستخدام اساليب مجنونة، ولان الارهاب فكر بالتالي يمكن ان يظهر في اي زمان و مكان مسببا خرقا و اضطرابا امنيا مثل التفجير و القتل و الاختطاف، مستغلا الازمات داخل الدولة لينفذ عملياته تجاه المواطنين و المؤسسات، ما يُحول الفرضية التي تقول ان “هناك علاقة بين الارهاب و الازمات” الى نظرية سارية المفعول، وقد يظهر بشكل اكبر ليتحول من تنظيم الى دولة داخل دولة ، بالتالي تتحول الازمة الى حرب، تكلف الدولة ميزانية عملاقة لشراء المعدات الحربية و التي ستؤثر على دخل المواطنين مع خسارة لاتعوض وهي استشهاد المقاتلين في جبهات القتال ضد الارهاب، فالوصول الى المرحلة التي يقوم فيها الارهاب “بالهجوم و المقاومة”، يكون صعبا و مكلفا على الدولة ان تقضي على الارهاب دون خوض حرب تمتد لمدة طويلة، بالتالي هناك حل لتجنب هذا المخاض الطويل و الخسائر بالارواح و المال، وهو نقل المعركة مع الارهاب من “الهجوم و المقاومة” الى مرحلة “القضاء على تاسيس الخلايا الارهابية”، اي قبل ان تكبر و تصبح خطرا محدقاً، و لتطبيق هذا الحل الذي سيُجنب الدولة خسائر كبيرة يجب على الحكومة “دعم الاجهزة الامنية بشكل كبير و واسع ماليا و مهنيا و قانونيا” وبناءها بشكل صحيح و اختيار الرجل المناسب في المكان المناسب، لان المرحلة المبكرة لمواجهة الارهاب هي اهم المراحل، ان لم يقضى عليه تكون الاجهزة الامنية و الحكومة قد خسرت المعركة بظهور الارهاب، ان الاجهزة الامنية هي الوحيدة التي تستطيع تعقب و معرفة على من يروج و يؤسس للخلايا الارهابية، و من يمولها لتكبر و تصبح في مرحلة متقدمة، فالمعركة بين الاجهزة الامنية و بذور الارهاب التي تحاول النمو في كل منطقة عدم تواجد او ضعف امني مُستمرة في زمن السلم و الحرب، بالتالي يكون دعم الاجهزة الامنية اهم من دعم قوات الجيش مع عدم التقليل من اهميته، ولكن الجيش لن يدخل في معارك و مواجهات مستمرة اذا كانت الدولة تحترف الدبلوماسية و لها تحالفات مع المحيط الاقليمي و الدولي، فالدبابة و الطائرة و الصاروخ لايستخدم كل يوم، ان نقل المعركة مع الارهاب من “الهجوم و المقاومة” الى مرحلة “القضاء على تاسيس الخلايا الارهابية” يوفر على الدولة الكثير من المال و الارواح، مع توفير الامن و الاستقرار داخل الدولة، ويعتبر نصرا مستمرا على الارهاب.
