الوعي الاجتماعي و تثايره على الامن

رغم اختلاف طبقات المجتمع داخل الدولة و تنوع اهدافهم و اهتماماتهم لكنهم يشتركون في اهتمام و هدف واحد وهو “الحاجة الى الامن” ليعيشوا بسلام و طمانينة، فالمجتمع يُساعد الاجهزة الامنية لتحقيق الامن، فلا يمكن ان يعمل كلً على حده، و ان يتنصل المجتمع او الاجهزة الامنية عن مسؤولياته و يلقي لوم الفشل على الاخر، ولان الامن كلمة شاملة واسعة المعنى فهي تحتوي على عناصر ان استقرت عززت من الامن، فالاستقرار السياسي و الاقتصادي و القانون و العدالة و الوعي الاجتماعي تُشكل اهم اسس الامن، فالمجتمع عندما يكون واعيا لواجباته و مسؤولياته، مؤمنا بحكومته و رجال الامن، سيكون درعا للمحاولات الاجرامية و الارهابية التي تحاول تجنيد الشباب و اغرائهم لتنفيذ عمليات مضرة بالامن، فبدل ان يكون للاجهزة الامنية مُخبرين و متعاونين في كل منطقة و بعدد كبير جدا للحفاظ على الامن، يستطيع المجتمع الواعي ان يقوم بهذا العمل في سرعة التبليغ و اعطاء المعلومات عن اي تحرك مشتبه به، و هذا يُطبق في الدول الاوربية و امريكا الشمالية، حيث ان المواطن هو عين الاجهزة الامنية على التجاوزات مهما كانت صغيرة او كبيرة، وهو المرشد و الشاهد، لانه يعرف بعدم تعاونه يَفقد الامن، ايضا في زمن الانترنت اجتازت وسائل التواصل الحدود الدولية لتُصيب العقول مباشرة، فاصبح من الصعب على الاجهزة الامنية اكتشاف و مراقبة محاولات الاجرام و الارهاب للتجنيد او التنفيذ، لان وسائل الاتصال غير خاضعة للرقابة او مشفرة و هي تعمل في داخل الدولة و عبر الحدود و في اي مكان بالعالم بشكل مجاني و سريع، بل تتفوق في بعض الاحيان على اجهزة رجال الامن حتى ان مُراقبتها صعبة و مُكلفة و غير فعالة، بذلك اصبح للاجرام و الارهاب القدرة على اختراق الدولة و الوصول الى المجتمع، بالتالي يجب على الحكومة و الاجهزة الامنية “تطوير اليه الوعي الاجتماعي” عن طريق تعليم المواطن كيفية المساهمة في الحافظ على الامن، عن طريق الاتصال المباشر و التبليغ الصادق، بهذا سيكون المجتمع هو الجهاز الامني و هو المراقب في حال ظهور اي تحرك مشبوه في اي منطقة او قضاء، خاصة و ان هذه المحاولات تنشط في المناطق و القرى البعيدة عن العاصمة او مراكز المحافظات، حيث لايكون للدولة حضور قوي او القدرة على التواجد الدائم، ايضا هذه المناطق تعاني من ارتفاع نسبة الامية و التخلف و التي تكون موجودة ايضا في بعض المناطق القريبة من مراكز المدن، فهي عرضة بشكل اكبر لمحاولات الاقناع و التجنيد من قبل الاجرام و الارهاب، و عن طريق استخدام اشخاص مُختصين يدفعون هذه الفئات الامية في المجتمع الى القيام باعمال ضد الامن و الاستقرار في الدولة، ولذلك ارتفاع نسبة الامية مع عدم وجود الوعي الاجتماعي تجاه دعم الاجهزة الامنية في اي دولة يجعلها فاقدة للامن و عرضة لعمليات اختراق مستمرة، ان تعزيز الوعي الاجتماعي بأتجاه التعاون مع رجل الامن يجعل المواطن يحاسب نفسه ان كان متعلما او اميا و يشعر بالمسؤولية و الواجب في المساعدة لتحقيق الامن، بالتالي وعي المجتمع هو عنصر مهم من استقرار الامن
