الامن الشامل

يعد الامن من اهم مكونات الحكومة و اساس بناء الدولة وهو الحاجة الضرورية لكل من يعيش داخل حدود البلد، فالجميع يسعى لتعزيز الامن و الحفاظ عليه، “فقوة الحكومة من قوة الامن”، بخلاف هذه المعادلة تختفي الحكومة و الدولة و يشيع قانون الغاب، فهو الحارس الذي يحترمهُ المجتمع و يهابهُ المجرم و الارهابي، فأهمية الامن بنفس اهمية الخدمات الاساسية كالماء و الكهرباء و غيرها لان كل شيء في الحياة يعتمد على توافره، الامن هو كلمة واسعة تشمل عدة عناصر ان استقرت عززت من الامن، فالاستقرار السياسي و الاقتصادي و القانون و العدالة و الوعي الاجتماعي تشكل اهم اسس الامن، فعدم وجود التوافق السياسي يؤدي الى عجز الوزارات في اتخاذ قرارات سريعة و مدروسة ما يسبب اضطرابات و ازمات معقدة و مستمرة تؤثر في استتباب الامن، و باستمرار هذا الوضع تفقد الحكومة التاييد الشعبي لها و تفقد العلاقات الخارجية مع دول الجوار بسب التخبط المستمر في السياسة فلا تنشط العلاقات الدولية و الاقليمية مع دولة لاتستطيع ان توفر الامن لمواطنيها، كما ان للاقتصاد تاثير كبير في الامن فهو حياة و كرامة المواطن و قوت يومه، فالكثير لايهتمون بالسياسة ولكنهم يهتمون باقتصاد مستقر، فالخلل فيه يعني موجة اضطراب و افلاس في كل مفاصل الحكومة و الحياة المدنية، فزيادة البطالة و الفقر مع فقدان فرص العمل تُشعل الاحتجاجات و الاعتصامات و قد يصل الامر الى اعمال شغب و مواجهات مع الحكومة، وقد يضطر البعض الى الانتماء للجماعات الاجرامية الارهابية لتوفير المال، بالتالي هناك ضرر مباشر في الامن، ايضا ضعف ممارسة العدل و القانون تُشجع على الخروقات الامنية، فالقانون اذا طُبق على المواطنين بحسب درجتهم الوظيفية او علاقاتهم العائلية و الشخصية مع رجال السلطة فقد تاثيره و ردعه، بالتالي سيؤمن من كان بعيد او قريب من السلطة بعدم الخوف من القانون بل تجاوزه، مايجعل الاجرام و الارهاب وباقي التجاوزات في ارتفاع مستمر، مع فقدان السياسة الحكيمة و ازديات البطالة و الفقر بسبب الازمات الاقتصادية و المحاباه في تطبيق القانون تنعكس نتائج هذه العناصر على المجتمع الذي سيتحول الى البداوة بدلا من المدنية المتدهورة، فتندلع الاضطرابات الاجتماعية و النزاعات المسحلة بين المواطنين او مع الحكومة و التي يصعب على اجهزة الامن حلها و ايقافها، بل ان المجتمع نفسه لن يعتمد على الاجهزة الامنية في حل مشاكله نظرا لضعفها، بالتالي يفقد الجميع استتباب الامن، ان الحكومات التي تعتمد على الاجهزة الامنية فقط دون اضافة العناصر الاساسية المكونة له تكون في موقف خاسر دائما، فهي تحارب الاجرام و الارهاب و في نفس الوقت تُولده و تدعمه بشكل غير مباشر لانها توفر بيئة مضطربة مناسبة لاستمراره، وفي حال تحقيق بعض النتائج الامنية فستكون في حدود ضيقة و لمدة قصيرة لتنهار بعدها كل النتائج المتحققه.
