الايجيولوجيا المدنية بعد الحزبية و الطائفية

مر العراق خلال تاريخة بانواع حكم متعددة من الملكية الى النظم الثورية، خلالها تبنى الكثير من الايديولوجيات الحزبية مثل القومية العربية و الشيوعية و البعثية و الناصرية وغيرها، و التي انتشرت في المجتمع و اصبحت سمة ذلك العصر، حتى ان بعضها انتشر في دول اخرى و انتقل الى العراق، و ضمن هذه الايديولوجيا الفكرية كانت الحكومات تحدد مسارها و طريقة عملها التي قد تكون مفيدة او مضرة للشعب، و بعد مخاض طويل من الصراع و الانقلاب و القتل و التمزق الاجتماعي، انتهت كل هذه الايديولوجيات مع مجيء الاحتلال الامريكي، بعدها ظهرت في العراق ايديولجيا جديدة، و هي الطائفية، التي عمل بها البعض، و ادت كما ادت من قبلها القومية و الشيوعية و البعثية و الناصرية الى تفرقة في المجتمع العراقي، و دخل مرة اخرى في صراع بين مكوناته، ادى الى زرع الضغينة و البغضاء، ومازالت تاثيرات هذه الايديولوجيا قائمة بسبب دعم بعض الجهات الخارجية و الداخلية، وذلك لان كل ايديولوجيا لها من ينتفع و يكسب من ممارستها، فيحصل على السلطة و المال و التأييد من البعض، بالمقابل هناك تاثيرات سيئة جدا و كبيرة للايديولوجيا الطائفية، فقد فرقت المجتمع، و انعكس التفرق على عمل الحكومة و البرلمان و المؤسسات الاخرى، حيث ادت الى تخبط و تعثر مُستمر في القرارات و الانظمة و ادارة الدولة، والذي اضر بالجميع، ليجعل العراق في مصف الدول الفاشلة، و كما يحدث تاريخياً، فان كل ايديولوجيا لها عُمر محدد، فقد تستمر لعقدين او اربعة عقود، لتنتهي بعدها في غياهب النسيان، اذا اثبتت فشلها حيث سينقلب الجميع على الافكار التي تم الايمان بها سابقا، و السؤال هنا ماذا سياتي بعد الايديولوجيا الطائفية؟، الجواب هو الايديولوجيا المدنية، و التي ستؤهل العراق نحو مستقبل جديد، حيث سيكون للمجتمع المدني رؤى و مطالب و فكر واحدة، بالتالي ستنتقل السلطة و التاثير من الحكومة الى يد الشعب، لتَفرض على الحكومة الايمان و العمل ضمن الايديولوجيا المدنية، وليس العكس كما كان سابقا، الحكومة تعمل ضمن ايديولوجياتها و تفرضها على الشعب، هذه الايديولوجيا المدنية ستغير المجتمع نحو الافضل لانها ستنمي ثقافة التظاهر و التكاتف و التفكير بالمصلحة العامة قبل اي شيء، و سترفع الحواجز النفسية و تاثيرات المناصب، لترجع الامور الى نصابها من يعمل في الحكومة هو لخدمة الشعب، لا التسلط عليهم، ان الكثير من دول العالم المتقدم اليوم كانت تعاني سابقا نفس المشكلة، باستخدامها لايديولوجيات مختلفة تضع الحكومة على راس هرم السلطة و يتبعها الشعب، بالتالي و بعد زمن، انهارت هذه البنى الفكرية و انتقلت السلطة الى الشعب لتفتح الطريق نحو التقدم و التطور، فهل سيكون العراق ولو بعد حين طويل، احد هذه التجارب الناجحة.

On the other hand, there are very bad and large effects of sectarian ideology, it has divided society, and it has been reversed. To differentiate the work of the government, parliament and other institutions, as it led to continuous confusion and faltering in decisions, systems and state administration, which harms everyone, to make Iraq in the category of failed states, and as happens historically, every ideology has a specific age, it may continue For two or four decades, then it will end in oblivion, if it proves its failure, as everyone will turn against the ideas that were previously believed, and the question here is what will come after the sectarian ideology? The answer is the civil ideology, which will prepare Iraq for a new future, where it will be Civil society has one vision, demands, and thought, thus power and influence will transfer from the government to the hands of the people, to impose on the government faith and work within the civil ideology, and not the opposite as it was previously, the government works within its ideologies and imposes them on the people, this civic ideology will change society For the better, because it will develop a culture of demonstration, solidarity, and thinking about the public interest before anything else, and it will raise psychological barriers and the effects of positions, so that things return to their rightful place. Whoever works in the government is to serve the people, not to dominate them, that many countries of the world are not Today’s leaders were previously suffering from the same problem, using different ideologies that put the government at the top of the hierarchy of power and the people follow it. Consequently, after a long time, these intellectual structures collapsed and the power transferred to the people to open the way towards progress and development. Will Iraq be even after a long time?
