الكهرباء في العراق ملف سياسي مالي اقليمي يعد ملف الكهرباء في العراق من الملفات الحساسة نظرا لارتباطه بالجانب السياسي والمالي و الاقليمي وان اي تغيير في هذا الملف يعد اعلان حرب ضد جهات تعتاش عليه منذ عام ٢٠٠٣ الى اليوم. ملف الكهرباء هو مغذي للجانب السياسي فكثير من المكاتب الاقتصادية و الاحزاب تعتاش على عقود الوزارة والتي اثبتت التحقيقات الاخيرة ان اكثرها صرفيات غير مجدية وشابها التسويف وتعمد المماطلة وعدم الرقابة وغياب التخطيط، لكن المستفيد الوحيد من كل هذه العشوائية هو الجانب السياسي الذي تغذى من عائدات الملف الكهربائي مول بها مشاريعه السياسية بشراء الاصوات الانتخابية و الدعاية السياسية وصرف رواتب وغيرها الكثير. في الجانب المالي ملف الكهرباء كان ولايزال يدر الكثير من الاموال للفاسدين من العاملين في الوزارة و مجهزين لمشاريعها او بعض السياسيين الذين يملكون مكاتب اقتصادية فيها، عقود وزارة الكهرباء وتجهيزاتها كانت مليارية واكثرها لم يكن ناجحا بشكل كبير، وتحولت بعض مشترياتها الى ركام، بالتالي هو ملف ضخم يجمع اكبر الفاسدين للتربح و اي محاولة لاصلاحه تعتبر خطوة لقطع تمويل مهم لاشخاص يملكون ذراع داخل السلطة لديهم القدرة على ايقاف محاولات الاصلاح و المحاسبة. اما الجانب الاقليمي، فملف الكهرباء مهم جدا لبعض الدول لانه اولا: مصدر مهم للعملة الصعبة لمن يعاني اقتصاديا من نقصها، ثانيا: ملف الكهرباء يجعل العراق غير مستقل من ناحية الطاقة ويمكن الضغط عليه في اي قضية سياسية عن طريق التلويح بتجهيز الطاقة للمحافظات العراقية، بالاضافة الى انه يجعل العراق تحت طائلة الدين المستمر، بالمحصلة ملف الكهرباء من الناحية الاقليمية جعل العراق ضعيف. جانب اخر لازمة الكهرباء وهي المولدات الاهلية، رغم ان عملها كان جيدا في تغطية حاجة المواطن من التيار الكهربائي الا ان جوانبها لا تخلو من سلبية كبيرة مثل، التلوث البيئي الكبير، الضوضاء المستمر، مواقعها غير النظامية في الاحياء السكنية والشوارع و البيوت، والاهم انها عبء مالي كبير على المواطن فاشتراك المولدات يخضع للتلاعب مرة و لتدخل الحكومة لضبط اسعار الاشتراكات مرة اخرى و المواطن هو الضحية. ايضا ملف المولدات هو الاخر مرتبط بجوانب حزبية حيث ان بعض الاحزاب و السياسيين يستثمرون في المولدات الاهلية لزيادة التربح وفي نفس الوقت يضعون معرقلات لتاخير اي اصلاح في الكهرباء الوطنية. مؤخرا و تحت ضغوط دولية و داخليا ضغوط شعبية تمثلت في التظاهرات الكبيرة في مدن العراق اثر تردي الكهرباء وارتفاع درجات لحرارة، توجهت الحكومة نحو الربط الكهربائي مع دول الخليج، حيث يعد هذا المشروع ضربة موجعة للفاسدين، فالتيار الكهربائي سيكون اكثر استقرارا وشفافية بالتعامل المالي وقدرة التجهيز و الاهم سيعمل على تحريك حركة الانتاج في العراق و يقلص الاعتماد على جهة واحدة لاستيراد الطاقة الكهربائية بالتالي يخرج العراق من دائرة الضغط السياسي الاقليمي كلما نوع مصادر استيراد الطاقة. ورغم ان ملف الكهرباء خدمي فان اصلاحه ولو بنسبة ٥٠ ٪ سيكون تاثيره سياسي لان من يعتاش على هذا المصدر المالي و يمول عملياته السياسية سيخسر جزء كبير من ثروته التي كانت سببا للبقاء في السلطة.
