بناء حكومة المؤسسات

تعتمد حكومات الدول في العالم الحديث في هيكليتها على سحب السلطات وتقليص الصلاحيات من الحاكم، بقدر ما هو مستطاع، وتحويلها إلى وزارات ومؤسسات، أو لجان أخرى تدعم صانعي القرار في الحكومة، وذلك لكي لا تقع ضمن مزاج الحاكم وانفعالاته، وكي لا تتحول من حكومة المجتمع إلى حكومة عائلة الحاكم. هذا ما تفتقده الدول العربية ذات النظام الجمهوري، والتي تعرّضت لثورات أسقطت حكوماتها، وأعطت الجماهير فرصة لبناء حكومة جديدة. الجمهور العربي يذكّر جمال عبد الناصر بأنه القائد العربي وصاحب الخطب الحماسية، وهواري بومدين الذي جعل من الجزائر قبلة الثائرين، ومعمر القذافي الذي كان يدّعي أنه عميد الحكماء العرب ومحرر ليبيا، وبعدهم صدام حسين الذي حاول أن يكون زعيم العرب الجديد. كل هؤلاء كانت الحكومات في أزمنتهم تبني الدولة، وترتفع بها فترة زمنية محدودة، لتسقط مرة أخرى بسبب الخطأ في تأسيس الحكومة الذي يؤدي إلى انقلاب لتظهر حكومة جديدة، أو ثورة تطيح الحكومة. السبب في حصول هذه الدورة النهوض البناء ومن ثم الانهيار هو ربط بقاء الحكومة والدولة وتطورها بشخصية الحاكم فقط، فلا اعتبار للمؤسسات الأخرى وشخصياتها، فالدولة، كما قال ابن خلدون، كالإنسان تمر بمراحل (الولادة، الشباب، الشيخوخة والموت) إلا إذا تم التغيير في أساس المعادلة، وهو توزيع سلطات الحكومة، هذا التغيير في المعادلة كان في الحكومات الغربية، حيث تم سحب الصلاحيات من الحاكم وتقليصها وتوزيعها على مؤسسات ولجان تملك مختصين وخبراء تساهم في اتخاذ القرار السياسي، حيث تتم العملية عن طريق التحليل والنقاش، للتوصل إلى أفضل الخيارات، لضمان بقاء الحكومة مستقرة، والتي تمثل بقاء الدولة مستقرة. حكومة المؤسسات تملك خصائص لا تتمتع بها حكومة القائد الواحد، فهي تمتاز بالاستقرار السياسي، لأن من يشكلون القرار حشد من المختصين، وليس فئة من المختارين، ونتيجة للاستقرار السياسي، يظهر الاستقرار الاقتصادي الذي يرفع الناتج القومي للشعب، ما يسهم في بناء الدولة وتطورها، وتملك حكومة المؤسسات شعب لديه إيمان وولاء بقادة حكومته وشخصياتها التي تمثل الدولة. هذا الولاء يؤدي إلى بناء رأي عام داعم للحكومة، ومراقب لأدائها، ويرسخ لفكرة العمل للحكومة والدولة، لا لشخص بعينه، إذا غاب عن السلطة ضعف الولاء والعمل. الأهم أن حكومة المؤسسات تمتاز بقوة النظام السياسي ومناعته ضد الأزمات الكبيرة، لأنه لايتجسد بشخص واحد، يمثل رأس الدولة والحكومة والمشاريع السياسية والاقتصادية، إن اغتيل أو قتل تنهار الحكومة، وتتغير السياسة وتتعطل القوانين ويتغير الولاء، فالمسار والأهداف السياسية والاقتصادية مستمرة ولا تتغير، إلا بحسب الظروف الدولية، وبتغير مدروس لتتكيف مع ما استجد لتضمن بقائها. أيضا حكومة المؤسسات تكون أقوى ضد المؤامرات الخارجية، فهي تملك التمثيل الحكومي لكل المكونات المجتمع. بالتالي، تستطيع القضاء على أي محاولة خارجية، تسعى إلى إثارة فئة أو طائفة أو قومية على الحكومة، ففي فترة الستينات وصولا إلى التسعينات، كانت دول عربية تشكو التدخل الخارجي الغربي أو العربي، نظراً لاختلاف إيديولوجيا النظام ونوعيته، أو تعاني الثورات الداخلية، نظرا لعدم تمثيل المجتمع، وحصر السلطات الحكومية في شخص واحد، يتخذ القرارات قد تكون غير صحيحة، تؤدي إلى نتائج عكسية، تؤهل لإضعاف الحكومة وسقوطها. في النهاية، خاضت الشعوب العربية ذات النظام الجمهوري تجربة طويلة ومريرة مع حكومة الفرد الواحد، ما أوصل الدولة بمكوناتها إلى النهاية المأساوية المتمثلة بالثورات العربية، فهل سيتعلم الشعب العربي من هذه التجربة المريرة، ويبدأ بناء حكومة المؤسسات، أم أنه سيعيد التجربة نفسها؟

All of these governments were in their time to adopt the state, rise by it for a limited period of time, to fall again due to the mistake in establishing the government that leads to a coup in the emergence of a new government, or a revolution that topples the government. The reason for this cycle to rise constructively and then collapse is to link the survival and development of the government and the state to the personality of the ruler only, so there is no consideration for other institutions and their personalities, as the state, as Ibn Khaldun said, is like a person going through stages (birth, youth, old age and death) unless the change is made in the basis of The equation, which is the distribution of government powers, this change in the equation was in Western governments, where the powers of the ruler were withdrawn, reduced, and distributed to institutions and committees that have specialists and experts that contribute to political decision-making, as the process takes place through analysis and discussion, to reach the best options, to ensure The survival of the government is stable, which represents the survival of the stable state. The government of institutions possesses characteristics that the government of a single leader does not possess, as it is characterized by political stability, because those who make up the decision are a group of specialists, not a group of the chosen ones, and as a result of political stability, economic stability appears that raises the national product of the people, which contributes to building and developing the state, and owning Corporate government is a people who have faith and loyalty in their government leaders and personalities who represent the country. This loyalty leads to building a public opinion that supports the government and monitors its performance, and establishes the idea of working for the government and the state, not for a specific person, if the power is absent from the weakness of loyalty and work. The most important thing is that the institutional government is distinguished by the strength of the political system and its immunity against major crises, because it is not embodied by one person, who represents the head of the state, the government, and political and economic projects. If he is assassinated or killed, the government collapses, and politics changes, laws are disrupted, and loyalty changes. International conditions, and with a deliberate change, to adapt to the new developments to ensure their survival. Also, the corporate government is stronger against foreign conspiracies, as it has government representation for all components of society. Consequently, it can eliminate any external attempt that seeks to provoke a class, sect, or nationality against the government. During the 1960s to the 1990s, Arab countries complained about Western or Arab external interference due to the difference in the ideology and quality of the system, or suffered internal revolutions, due to the lack of Representing society, and limiting government authorities to one person, takes decisions that may be incorrect, lead to counterproductive, and qualify for weakening the government and its downfall. In the end, the Arab peoples with a republican system went through a long and bitter experiment with the one-man government, which brought the state and its components to the tragic end of the Arab revolutions. Will the Arab people learn from this bitter experience and start building a government of institutions, or will they repeat the same experience?
