نظرية الفوضى الخلاقة التي طرحت على لسان وزيرة الخارجية الامريكية
كونداليزا رايس عام ٢٠٠٥ التي تهدف لتشكيل شرق اوسط جديد بعد مرحلة
فوضى كبيرة يبدو انها طبقت في العراق وان السياسيين تبنوها نظرا لنتائجها
الفعاله لهم.
فبعض الاحزاب التي تقود دفة الحكم كانت في المهجر تعيش بمناخ فوضوي
بين الدول و بين التعاون بينها و العمل السياسي المعارض بالاضافة الى
فوضوية العمل الداخلي للحزب متمثلا بعدم توزيع السلطات واخفاء المعلومات
وغيرها الكثير، هذه الحالة الفوضوية ايام المعارضة انتقلت الى تجربة الحكم.
حيث تتفق الاحزاب على بقاء الفوضى داخل المؤسسات الحكومية لانها تضمن
بقائهم في السلطة نظرا لانهم الوحيدون الذين يعرفون نتائجها، اما الحالة
النظامية فتعني انهيار منظومة الفوضى وتؤدي الى سقوط الجميع كاحجار
الدومينو يُسقط ادهم الاخر.
الفوضى الخلاقة تعمل على ملفات مهمة تضمن استمرار هذا النظم الفوضوي
اولا: فوضى الانتخابات،
على طول عمر الحكومات العراقية كانت الانتخابات
غير شفافة يشوبها الغموض، قوانينها مُختلف عليها بشكل كبير تضمن بقاء
احزاب على حساب اخرى، تزوير و شراء اصوات، تزوير اصوات الخارج و
الغاء التصويت، حرق صناديق الاقتراع، اجهزة تصويت الكتروني غير ناجحة،
كلها فوضى ادت الى خسارة المواطن لحقه في التعبير و التغيير السياسي،
وفوز الاحزاب الفوضوية ببقائها في السلطة لانهم يعرفون اي نتيجة غير
نظامية تعود بالفائدة لهم.
ثانيا: فوضى الاقتصاد، وتشمل الكثير من المجالات مثل مشاريع فاشلة،
تعاقدات وهمية غير مفيدة، صرف اموال طائلة دون محاسبة، رقابة مالية
ضعيفة وغيرها، كانت نتائجها عائدات مالية ضخمة لبعض الاحزاب تمول من
خلالها جماعاتها المسلحة و قنواتها و دعايتها السياسية، بالمقابل فقد
المواطنون حقوقهم المالية و الخدمية في الدولة.
ثالثا: فوضى الالتزام بالقوانين الدستورية والنظامية، عدم وجود محاسبة و
رادع قانوني جعل الاحزاب الفوضوية تخرق حتى الدستور، مثال على ذلك
امتلكت اجنحة عسكرية سياسية، هي جزء من المعارضة والحكومة، تتراس
دوائر مكافحة الفساد وهي جزء من الفساد، توزع المناصب وتحتل وزارات،
عدم محاسبة الحكومات السابقة على فشلها باتخاذ قرارات غير مدروسة، كل
هذه الفوضى ولدت ضمان بقاء الاحزاب في السلطة، بالتالي فقدت القدرة
على تغيير المعادلة السياسية او الدخول اليها دون.
هذه الملفات الفوضوية تؤدي الى تمسك الجمهور بالاحزاب، نظرا لفوضوية
الحياة داخل الدولة و الحكومة، لذلك اي حزب فوضوي يمكن ان يوفر الحماية
والدعم السياسي و التوظيف والامن لكل مواطن يؤيده.
لكن نهاية نظام الفوضى الخلاقة بدأت مع انتفاضة تشرين التي فاجأت قادته
الذين حافظوا على استقراره منذ عام ٢٠٠٣ ، و رغم شراسة وعنف الرد على
الانتفاضة التي طالبت بالتغيير و الاصلاح الديمقراطي الا انها حققت نتائج
فعالة في اقالة حكومة و مشاركة المواطنين بصناعة القرار السياسي خاصة
في اختيار رئيس وزراء وفرض اصلاحات، ادت جميعها الى نتائج غير معروفة
او محسوبة مسبقا لسياسيي الفوضى قد تغير المعادلة السياسية وتكون
نتيجتها اخراج الاحزاب من السلطة.
